The crash occurred on Interstate 376 near mile marker 79.8 in Allegheny County in the early morning hours of July 9, 2022, at approximately 2:33 a.m. State Police reported that the driver was traveling the wrong direction.

Crash Details & Victims

The suspect, Troy Modrak of Irwin, was driving a Chevy Silverado pickup westbound in the eastbound lanes. The Silverado struck a Honda HR-V, causing it to spin and overturn. The driver of the HR-V suffered severe injuries; his passenger, Thomas Linwood Ligon, was pronounced dead at the scene.

Legal Consequences

On June 15, 2023, Modrak surrendered himself to authorities and was booked into Allegheny County Jail. He faces multiple charges including homicide by vehicle, homicide by vehicle while DUI, aggravated assault by vehicle while DUI, and involuntary manslaughter.
